On March 4, 2025, U.S. Secretary of Agriculture Brooke Rollins addressed the National Association of Counties in Washington, D.C. At this gathering of hundreds of local leaders, she laid out a clear vision for restoring rural prosperity and reining in government excess, all while taking swift action on current challenges—from raging wildfires to economic and disaster aid distribution. Here’s a breakdown of the key points she covered:

Battling Wildfires in the Carolinas

“The brave men and women of the U.S. Forest Service are working closely with our state and local partners to stamp out the fires,” Secretary Rollins said. “We have deployed hundreds of firefighters—and we will deploy more if needed. To all of the leaders here from North and South Carolina… Please tell the people of your states that we have your back.”

Rollins underscored the urgency of the situation, emphasizing that our wildfire fighters are on the frontlines and that additional resources will be mobilized as necessary. The message was clear: we stand together with affected communities during these trying times.

Championing Rural Communities

“America’s rural towns have and always will be the beating heart of our nation,” she declared. Rollins painted a vivid picture of the pioneer spirit—families building churches, schools, and Main Streets in new lands.

She emphasized that restoring rural prosperity is not just about creating jobs, but also about rekindling hope and preserving a quintessential way of life. The commitment to rural America was at the heart of her message, promising that federal efforts would focus on protecting and revitalizing these communities.

Optimizing USDA for Farmers

Rollins committed to refocusing the Department of Agriculture on its core mission: supporting our farmers and ranchers. “We are returning the Department of Agriculture to its core mission,” she explained, highlighting ongoing work with the Department of Government Efficiency to eliminate bureaucratic inefficiencies.

She acknowledged concerns from farmers regarding longstanding USDA programs, particularly about the source of funding—whether from the farm bill or the Inflation Reduction Act (IRA) funds—and promised a swift review process to clarify and improve the system.

Accelerating Economic and Disaster Aid

The Secretary provided a robust update on economic relief efforts, noting that Congress approved $30 billion in aid for rural communities. “Congress gave us 90 days to start distributing the first $10 billion in economic assistance—and we are on track to begin applications on or before March 20,” Rollins said.

She detailed the rollout of the Emergency Commodity Assistance Program (E-CAP) for short-term relief, and stressed that the implementation of the remaining $20 billion in disaster assistance would proceed rapidly, ensuring that those hit hardest by adverse weather conditions receive timely support.

Pushing for Tax Reform

In a nod to the ongoing legislative efforts, Rollins discussed tax reform as a crucial element in preserving the legacy of family farms. “As President Trump works with Congress to extend and perhaps even expand tax cuts, I will work alongside him to repeal the death tax,” she affirmed, urging lawmakers to support measures that encourage domestic production and help revitalize small-town economies.

Advancing the Farm Bill

Rollins also committed to advancing a new farm bill within the year. “I stand ready to assist Congress in getting a new farm bill across the finish line,” she stated, emphasizing the need for certainty in farm planning. She warned against the disruptive effects of delaying a comprehensive farm bill for a third time, stressing that stability in policy is essential for long-term agricultural success.

Reviving Rural Prosperity

Finally, Rollins introduced a bold new initiative aimed at revitalizing rural communities. “In the coming weeks, I will be unveiling a new initiative to work with our federal, state, and local partners to develop a bold strategy to revive rural communities,” she announced.

Key principles of this initiative include:

  • Efficiency and Effectiveness: Streamlining USDA’s Rural Development programs to better serve local needs.
  • Private Sector Collaboration: Inviting innovative solutions—such as satellite internet, enhanced healthcare, and improved childcare—to drive growth.
  • Restoring Local Power: Empowering local leaders who understand their communities better than anyone in Washington.

The overarching goal is clear: to restore hope, opportunity, and the enduring spirit of rural America.

In summary, Secretary Rollins’ address was a rallying cry for local leaders and communities across the nation. From tackling wildfires and delivering economic aid to advancing critical agricultural policies and rejuvenating rural life, her vision was one of partnership and empowerment. The federal government is committed to standing by its people—ensuring that local voices drive the change needed to secure a prosperous future for all.
